Yes your doing it just fine. Battery checkers can be funny with there % numbers. I like to use the actual voltage when I check.
I have never seen a chart for A123 packs but I know it's hard to use any voltage with them. They tend to stay in the same spot until there done so a little more difficult to predict. The best way is to see how many mah went back when you charge it back up so you can see how much of the pack you used up. Use that to figure out what you need or can get away with.
