do twins run richer on one side over the other?

I have noticed that on some of my twin 2 strokes, that one muffler will produce more smoke than the other at idle or low rpms. once i rev up to half stick, this becomes even on both sides or no smoke at all. anyone else ever notice this?
 
On our twins the forward cylinder will always run leaner and a bit hotter than the right side. This is due to the way the fuel air mixture rotates inside the crankcase and is distributed to each cylinder.

Can't doubling up the cylinder gasket on thr front cylinder bring the temperature on that cylinder down a little ?

It shouldn't change the timing of the cylinder, since the TDC is still the same, you just changing the compression by shimming the cylinder out ?
