Sometimes it'll only be blocked on mobile devices but will work if viewed on a laptop/desktop computer.

Yep, that's it. Doesn't make sense since there are Goggle Play, iTunes, and AmazonMP3 "Buy" links on almost all of Tom's videos with music, and with over 115,000 views, I'll bet they are selling some music.
