    I read it as whatever in part. So if just a 3 blade gets you there your gold. Like wise for each individually. No one can make you do it if only part of it or even none of it gets you there ( whatever the noise requirement is). And that includes just in cowls and 2 blades as stated by others...

    That is a NMP flex header which is like the ones OS and Saito has. It was known to fail early on if not properly installed or some measure to prevent excessive tension and torsion over the bends placed in it. I have thoroughly wrapped it with heavy duty Teflon tape to better absorb vibrations...
