I like this line "the ignition is a little crusty and corroded because this was stored in a shop near the ocean." probably was stored IN the ocean till scavenged. LOL
Usually the policy is if they wash up on shore is you can keep it, or the base will send someone out to pick it up if you dont want it.. Plenty of Press releases stating this from range public affairs officers all over both coasts. And on the land based ranges there are usually contractors that clean them up periodically and they end up owning the scrap that isn't sensitive. What they do with it is their business. A lot of these end up in the aluminum smelter. Highly doubtful that there are many if any of these that are actually "stolen" from the government. The chain of custody before they are used would prevent most of that. If any are stolen it would most likely be by the employees at the drone manufacturer taking them home from the plant and how many times can you get away with that? You cant expect da to fix these for free as they didnt go through the retail chain. Face it they have to add some cost to each retail consumer engine to cover their liberal service policy. These target engines are sold for a one time shot and are priced figuring no warranty.
