HiTec HPP-21 Plus issues

Can't get this to work on my PC, have tried both my older desk top with Vista and my Laptop with windows 8, both give me this same error. I have tried with the programmer hooked to the PC and with out still the same.

You need to disable User Account Controls @emtp275

-Click on the Start bubble to bring up the Start menu.
-Type in "UAC" into the search box.
-Click on "Change User Account Control settings".
-Click on the slider inside of the UAC window, and drag it down to "Never notify".
-Click OK, restart your computer.
-Re-download the HPP-21 software, run it as an Administrator.

Should work properly now. If you want, once you install the HPP-21 software, you can re-enable UAC.
