Which plane is it? Is it a two piece cowl? My two piece cowl has like 12 with 6 on each side to connect the top lid to the bottom. It makes for easy access to the motor box without having to take off the prop!

The rubber washers go in between the actual metal washer (as a spacer) and the piece you are screwing into, to keep the wood (or fiberglass) from have indentation marks from a metal washer being tightened snugly into them.
