Depends. How much suffering you would like it to endure?
Short and sweet, submerged (use for "nice" cats)
A little more time - use it like an old washboard, in and out

If your looking for just revenge, then I suggest fishing line, empty milk jug, turpentine, corn cob, and a evil buddy. Lovingly pick the kitty up and pet him/her, while your bud ties the fishing line to it's tail, which is attached to milk jug, remember pet the kitty nicely, take the corn cob dip in turpentine, at this point grasp the kitty behind the neck, and grab it's back feet FIRMLY, said evil buddy rub his anal region with said corn cob, now toss kitty away from you, and watch the entertainment.
