Talking with some of the FAA volunteer reps, they have said that us modelers who fly our toy airplanes at our own private airfields or at AMA clubs or events or whatever are of very little concern to the FAA. We know the safety aspects and most of us actively engage in them, we're not dummies and they know that. What they are primarily focusing on is the uneducated people who think they can just waltz right into a big name goods store, buy a name brand RTF multirotor camera platform for a few hundred bones, then go and fly it at their kids sporting events with zero knowledge of how the safety aspect works. Or for the people who want to do AP or Those are the people the FAA is concerned with and those are the people they are trying to prevent from doing something unsafe.
This latest reform kind of hints at that, and for the most part us modelers are left alone for now.
