What is the process for installing the hinges on the dowel?

Soldering the hinges, I cut them to length afterwards.

Marked the 3/8"dowel, shaved with a xacto and sanded for the 3/8" brass.

So do you split the 3/8" tube and wrap it around the dowel? How is it glued or pinned in place?

Yes, slice the tube, wrap around dowel and Hysol for glue. I clamp the tube to squish it flush with the dowel.
