Hold the spark plug at the head not on the alum muffler.
You don't need to hold it to anything, The shield on the spark plug lead provides the ground for the spark plug and there is no need to touch it to any part of the engine. If you think about it, there is no connection between the ignition module and the crankcase of the engine so touching the spark plug to any part of the engine doesn't do anything.

I can almost guarantee, that you are getting a spark, if that engine is new it takes a bit more to get the carb primed making sure the choke is is full shut is a must.
