Having grown up in a family in politics I learned first hand any chairman, president, or director knows how the vote will go before putting something on the table. Politics 101.
Although I disagree with the direction President Brown took with regard to MR's, I would applaud him for knowing who would support him to achieve his goals on this or any project. Some were caught off guard with his proposal and some were prepared to vote. I am not speculating or reading a blog as my information came to me from someone directly involved in the process the day of the vote.
I'll agree to disagree on the first issue, using my specific first hand experiences as well. I don't know that Brown knew who would or would not support him, notwithstanding "insider" information. I knew someone who actually cast a vote that day and their recollection was different. Regardless, the past is just that, the past. There isn't a chance in the world that a completely new administration wouldn't run the same exact way. If anything a completely new EC probably wouldn't be as effective and efficient as one with experience. With staggered elections however, that's not really possible. Brown didn't run the show completely and had to learn how to work within a team, a team that as we know didn't always agree with his positions. Being a leader is a tough job, and it's going to be a challenging position for whoever wins. Kudos to all who are stepping up to have a go at it.
